Windows 11 unable to activate after upgrading Motherboard & CPU

Yesterday I made some upgrades to my rig including changing the motherboard, CPU, RAM, cooler and PSU (I figured only the first two are important). When I got on today I noticed the Activate Windows watermark and when checking my activation settings I get the error:

Windows reported that the hardware of your device has changed. Error code: 0xC004F211

Clicking Troubleshoot tells me "We weren't able to activate Windows on this device" and clicking I recently changed hardware on this device brings "Unable to activate Windows. We can't find any devices linked to your Microsoft account that can be used to reactivate the device that you're using at the moment. ...."

I went to check my Microsoft account and can see there's 2 devices with my PC's device name, one with the model name of my previous motherboard under it and the other with "System Product Name" under it. Both have Windows 11 Home next to OS Edition though so I'm pretty sure the one with "System Product Name" is the current one.

As it stands I'm unable to upgrade right now and I'd rather not buy another Windows license so any help activating would be appreciated.

Is your Windows licence an upgrade from Windows 7/10 ?

I had this problem recently. As the licence was an upgrade from Windows 7 which is no longer supported for upgrades, I couldn't activate.
MS were not helpful and wouldn't activate

They also suggested doing phone activation which is no longer available at all.

As I understand if your Windows Licence is OEM you would have to get another Licence.
If you Windows Licence is a Retail Licence I believe you should have deactivated it on the old hardware configuration prior to the upgrade.

Since your Windows 11 license is a Retail License, it is transferable to a new computer. Digital licenses linked to a Microsoft Account make this process seamless, but if you have a 25-character product key or the license isn't linked, you can transfer it manually.

Here is the step-by-step process to activate Windows 11 on your new machine:

1. Prerequisites Before Starting​

  • Unlink from Old PC (If possible): If your old computer still boots enough to access settings, go to Settings > System > Activation and ensure the license is disassociated. If the PC is dead, skip this; the server will eventually recognize the device change.
  • Microsoft Account: Ensure you are signed in to the new computer with the same Microsoft Account used on the old computer. This is the easiest way to transfer the license digitally.
  • Product Key: Have your 25-character product key ready (found on a card, email, or sticker).

2. Method A: Using the "Change Product Key" Option (Most Reliable)​

If you have your product key, follow these steps on the new computer:

  1. Open Settings (Win + I).
  2. Go to System > Activation.
  3. Next to "Activation state," click Change (under "Product key").
  4. Enter your 25-character product key.
  5. Click Next and then Start.
    • Note: Windows will verify the key. If it says the key is already in use, it may ask if you want to transfer the license from the old device. Select Yes or Activate.

3. Method B: Using the Troubleshooter (If No Key is Available)​

If you previously linked your license to a Microsoft Account, you might not even need the key string.

  1. Sign in to the new computer with your Microsoft Account.
  2. Go to Settings > System > Activation.
  3. If it shows as "Not activated," click Troubleshoot.
  4. Select the option: "I changed hardware on this device recently."
  5. Sign in to your Microsoft Account if prompted.
  6. Select your old computer (the one that is no longer working) from the list of devices.
  7. Check the box "This is the device I'm using right now" and click Activate.

Important Troubleshooting Tips​

  • Edition Match: Ensure the Windows 11 edition on the new computer matches the edition of your license (e.g., Home to Home, or Pro to Pro). You cannot use a Home key to activate Pro.
  • Wait Time: If the activation fails immediately, wait 24–48 hours. Microsoft's servers sometimes take time to register that the old device is offline and release the license.
  • OEM vs. Retail: This process only works because you specified a Retail license. If you ever had an OEM license (pre-installed on a specific motherboard), it cannot be transferred. Since you have a Retail license, you are safe.
If you encounter a specific error code during this process (e.g., 0xC004C008), let me know, as that indicates a specific server-side conflict that might require a phone activation workaround.
