Solved Windows 11 unable to activate after upgrading Motherboard & CPU

Yesterday I made some upgrades to my rig including changing the motherboard, CPU, RAM, cooler and PSU (I figured only the first two are important). When I got on today I noticed the Activate Windows watermark and when checking my activation settings I get the error:

Windows reported that the hardware of your device has changed. Error code: 0xC004F211

Clicking Troubleshoot tells me "We weren't able to activate Windows on this device" and clicking I recently changed hardware on this device brings "Unable to activate Windows. We can't find any devices linked to your Microsoft account that can be used to reactivate the device that you're using at the moment. ...."

I went to check my Microsoft account and can see there's 2 devices with my PC's device name, one with the model name of my previous motherboard under it and the other with "System Product Name" under it. Both have Windows 11 Home next to OS Edition though so I'm pretty sure the one with "System Product Name" is the current one.

As it stands I'm unable to upgrade right now and I'd rather not buy another Windows license so any help activating would be appreciated.
Not sure what additional information to provide but here's my current and previous motherboard and CPU's:

Current:
Intel Core Ultra 270K Plus
Asus ROG Strix Z890-F

Previous:
Intel Core i7 11700K
Gigabyte Aorus Z590 Elite AX

Is your Windows licence an upgrade from Windows 7/10 ?

I had this problem recently. As the licence was an upgrade from Windows 7 which is no longer supported for upgrades, I couldn't activate.
MS were not helpful and wouldn't activate

They also suggested doing phone activation which is no longer available at all.

As I understand if your Windows Licence is OEM you would have to get another Licence.
If you Windows Licence is a Retail Licence I believe you should have deactivated it on the old hardware configuration prior to the upgrade.

It is a licence upgrade from originally from Windows 7 back in 2012.

So what did you end up doing in the end. Just handed in the towel and bought a new license?

The simplest solution is going to be to just buy a new key. Google search for stack social Windows 11 pro. I have purchased several keys there and all of them have activated and continued to work fine for several years now.

I had this same problem several years ago. I called their tech support and they are very helpful. They will just verify your new hardware and reset the activation. It is very quick.

Basically yes BUT I had a 'spare' licence from a previous activation failure that MS gave me in the chat a few years ago.
When they re-activated Windows they didn't use the key so it was unused.

But yes if you don't get re-activated and don't have a key lying around you'll have to obtain another one

Note the key that didn't work recently was a RETAIL key not OEM

Did you have a Specific Windows 11 Retail Key ?
I have read if you have a Retail Key for older builds of Windows it can be done but it is a convoluted process.
As an example if you had a Windows 7 Retail Key I have read will not work directly with Windows 11, you have to install Windows 10 first then upgrade to Windows 11.

I had Windows 7 retail key which I upgraded to Windows 10 with

Then upgraded to Windows 11.
New build in January 2025 I transfered the licence no problem

Another pc here same situation but more recent. The retail key wouldn't re-activate on new hardware

Just to clarify the PC that would not reactivate on the new hardware, you did install and activate Windows 10 First on the new hardware?

Buy a new key. It only cost US$ 10

No that was an existing Windows 11 install, I put the SSD into the new build

I have made major hardware changes with several desktop computers and have always been able to reactivate Windows. Maybe the main thing I started with retails licenses for Windows.

One computer started with Windows 7 Ultimate and did a free upgrade to Windows 10 Professional. After the major hardware change I decided to do a free upgrade to Windows 11. Instead of upgrading I did a clean install of Windows 11 Pro. To my surprise it activated again without a problem.

Original hardware:
MBD: Gigabyte GA-990FXA-UD3 rev 1.0
CPU: AMD FX-8350 (AM3+)
RAM: G. SKILL F3-12800 8GB (2x4GB) DDR3 1600
O/S: Windows 7 Ultimate > Windows 10 Pro
DRV: 3 x 1TB SSD (2.5" SATA)

Upgraded hardware:
MBD: ASUS PRIME X370-PRO
CPU: AMD Ryzen 7 3700X (AM4)
RAM: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4 2666
O/S: Windows 10 Pro and clean install Windows 11 Pro
DRV: 2 x 2TB SSD (M.2 NVME)

The only problem I had was with a laptop. It came with 1 x 500GB SSD (M.2 NVME) but I upgraded it 2 x 1TB SSDs. It came with Windows 11 Home. I bought a Windows 11 Pro key and upgraded it.

The laptop had major problems and was replaced by an identical one. I completed the Windows 11 Home setup and activation on it.

I moved the old SSDs to the new laptop. Windows 11 didn't activate because it was looking at the embedded key in the BIOS which was for Windows 11 Home.
I found out that I had to activate Windows 11 this way:
Changed the Product Key in the settings to a generic Windows 11 Pro key
Rebooted and change the generic key to the original purchased Windows 11 Pro one
Activated OK then
