Thank you for your reply. I am trying to shut down my PC but it will not switch off, monitor turns off and SSD C:\ drive light goes out but computer power light stays on. I have never tried to put my PC to sleep, only on or off.

Troubleshooting this will take a bit of trial and error. Please try each of these suggestions. After each one, attempt shutdown. Then report back your findings. Also, please include a screen shot of your available power options by opening command prompt and typing powercfg -a
If none of these suggestions help, I can give you some more.

1. Turn off fast startup. Control panel-Power options-Choose what the power Buttons Do-Change settings that are currently unavailable- Uncheck turn on fast startup- save

2. See if the computer will restart instead of shutdown. Try shutting it down from the power button.

3. Run the troubleshooter. Settings-troubleshoot-other troubleshooters-power -run

4. Open command prompt as administrator and type sfc /scannow
After system file checker completes, it will tell you if it found and repaired any corrupt files. If it found files it could not fix, do step 3A, otherwise continue. Restart computer.
3A-from command prompt type dism /online /cleanup-image /restorehealth

5.
Attempt Shutdown from command prompt. Open command prompt as administrator and type shutdown /s /f /t 0

6. Attempt a shutdown from safe boot. Use the method in step 4 of this tutorial. Boot to Safe Mode in Windows 11 Tutorial

To get the system out of safe mode, go use method in step 3 of that tutorial.

Just a note, many of the ATX-style computers never truly shut down from within Windows, usually need to hold in the power button for 8 to 10 seconds but there will still be power to the motherboard, usually noted by a light on the board itself or/and a light on the Ethernet/RJ45 port. If working on the hardware such as changing add-in cards, memory, drives, etc., it's best/safest to unplug the computer from the wall socket and let set a few minutes to drain off residual power. Back in the AT-style days the On|Off switch connected directly to the power supply but the ATX-style has the switch connected to the motherboard and its operation tells the board to get things started or stopped.

after which I tried to shut down and a restart but with the same results
So restart is not working either.
I have one question for you. Did you upgrade windows 10 to 11 or was it a clean install and when? Have these power options ever worked since you upgraded?

Other things to try

This problem can be caused by incompatible drivers. Do you have latest drivers installed?

Make sure you have latest version of bios installed

I have a hunch you have hibernation turned on instead of sleep. Try turning it off.
command prompt as administrator type powercfg.exe /hibernate off and then press Enter.
In the 'define what the power buttons do' screen, put a check by SLEEP so it will show in your power menu and save
That way you will have an handy option to check if sleep works.

There is possibility some application is hindering these power actions. Try booting into clean boot and see if power actions work.
Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial

Check event viewer and reliability monitor to see if the PC is throwing out errors for these events. If they are, they might provide information to lead us in the right direction.

I know this is a lot but hopefully one will help you. If none work for you, maybe fellow members will have more suggestions. IMO, a clean install of 11 would fix everything.

When you get things straightened out, may I suggest you set up some kind of backup solution .

Turn off your surge protector. The light is on because the board is still getting power.
