Solved Windows are being annoying

Not really sure how to word this but when I have multiple windows open(any window, browser window, program etc) it acts differently than it used to. I don't think I've knowingly changed anything. Basically say if I had two windows open, one smaller than the other, if I clicked on the window other than the one I'm currently in, it'll toggle to that window and put the other window behind the one I just selected. Now, whenever I have multiple windows open, it won't focus on the one I currently want to? I can even make one of the windows fit the whole screen but the smaller window I have open will float on top of it even if I clearly am trying to use the full sized window. The normal behavior especially in that case, any window, small or full size will go behind the one I'm in. Any way to get it to go back to how it was before? This must be some sort of weird option I've accidentally enabled.

Edit: Nevermind on it being ANY window. Seems to only be browser windows that do this. If I have Chrome fully open but Photoshop in a smaller window, it will toggle between/go behind normally. Even the Windows settings panel will not stay on top but go behind my windows fine.

WELL DOUBLE EDIT: I don't know if the culprit is Google and or Firefox. Say, I have Google open all the way and have a firefox window floating on top. If I select the Chrome window the Firefox one will NOT go behind and stays on top. Same thing if I do the same thing but only use two firefox windows. Maybe it's a firefox issue? I tried two Chrome windows and they interacted fine and fell behind each other.

Last update?: I just did the latest cumulative update and it seemed to fix the issue or at least for now. All windows work fine.
