Windows Explorer seems to run out of resources until Explorer.exe is killed and a new Explorer.exe process is ran again


This is the actual temps and you can see the CPU utilization is actually low so the problem is the CPU is throttling due to heat which is why it's fast one second like now which I can tell by typing from the response time and sluggish the next second. So when it runs at 75C, it is still fine but when it goes above 80C, that's when there are the problems.

There is a thread here as well which shows the temps before and after replacing the thermal paste as the thermal design is also bad. I am going to try undervolting in the meantime and see if it actually makes a difference.

So, it is not running out of resources, what is happening is that due to poor thermal design, the CPU is throttling.

So you could reduce the multiplier also, as well as try undervolting. But to also help with that you'll need to cut down on background processes. And if your design has a bad thermal, the very LAST thing you want to do is to try to run the Ultimate Performance power plan until you get the thermal issues fixed. Better to have it throttled than burned up.

Not sure 100% because remember I never had problems for the last 2 years and 2 months until the last few weeks. But one thing of interest was that I was running Windows 11 22000.51 which was an upgrade from Windows 10. Here is what I did since my last posting, I decided to use my MetroVAC DataVAC 3 Pro Metrovac MDV-3TAV $312.99 DataVac Varibale Speed High Power Vacuum / Blower Toner Capable | Zoro.com and did vacuuming, blowing and then vacuuming which seemed to have gotten the temps back down under 80C as it was going all the way to 101C.
2021-07-10_7-43-43.jpgBut as I had written in another thread, there was the new update to Windows 11 22000.65 except neither Windows Update or the manual way worked for me which included using Brink's Windows 10 Windows Update Reset:

So basically what I did was made a Windows 22000.65 ISO with the updates from UUPDump.net and did a in-place repair install which took approximately 25 minutes, this was way faster than Windows Updating in Windows 10 to Windows 11 22000.51 which took 50 minutes because the download seems to only periodically update the %. What was interesting is that KB5004745 was already included in the ISO and also downloaded at the beginning of the install but post install, Windows Update in Windows 11 22000.65 still downloaded and installed KB5004745 successfully but it was nowhere to be found in history. So it is now 10 hours of uptime now and while the CPU utilization is at 69% and this is with a heavy load running 509 processes, it is actually non-lagging and smooth as silk. It seems from previous experience and current experience is that Windows does not install 100% when doing a upgrade from a previous Windows version as with Windows 10 from Windows 7 as a upgrade, Windows Store and the Built in apps did not work until I did a in-place repair install with the current build of the Windows 10 ISO and in this case, the fix was an in-place repair install of Windows 11 using a current build of Windows 11 ISO mounted. So at least in the meantime, everything is working. I ordered SYY Thermal Grease which is supposedly 15.7W/M-K with very good reviews and is supposed to last at least 8 years and will see if it changes things for the better. I will swap it out at the same time when I receive my Intel AX210NGW WiFi6E/Bluetooth 5.2 card as the built in Killer Wireless 1535 802.11AC/Bluetooth 4.1 is a piece of junk since it will have about 200 sync no surf events per day because it will stop transferring data when there is a high amount of traffic even though Killer which is made by Rivet Networks has been bought by Intel and everyone else already replaced their WiFi cards with a Intel 802.11AC or faster and never had problems since.

I was reading a thread yesterday while trying to fix the KB5004745 issue and it seems like the throttling is really bad as others are getting 0.87Ghz CPU speeds on the same model until they replaced the Thermal Grease, it was also mentioned that undervolting will not work due to the BIOS:

Dell XPS is supposed to stand for eXtreme Performance System which was what Dell used to compete with Alienware before they bought them out. I guess with Alienware, they are making the XPS line too generic especially with notebook computers.
