What i am thinking is Microsoft is using us as Beta testers of win 11,and their not alone Apple is using their iPhone and iPad owners also as Beta testers of 17.1.

@Gregory not sure if it will help but try running SFC /scannow
You can run the SFC /scannow command from any console, including the command prompt, PowerShell, or Windows Terminal. Open one of these as Admin and type or past that command and press enter, then wait for it to finish.
And I believe, if it reports problems, run the following command:
DISM /online /cleanup-image /restorehealth

I agree with @antspants. Try running the tools.
If you have any thrid party app that alters the GUI, uninstall it.
Also see if the problem exists in clean boot. If it doesn't happen in a clean boot, you have some software conflicting with Windows. Brink's procedure will help you weed out which one. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial
If none of that helps, run a repair install.
Repair Install Windows 11 with an In-place Upgrade Tutorial
Disabling Windows updates is not the answer and I strongly advise against it. Most here agree with me. You can, however, disable driver updates from WU using group policy IF you plan on keeping your drivers updated yourself.
If you have any thrid party app that alters the GUI, uninstall it.

Disabling Windows updates is not the answer and I strongly advise against it. Most here agree with me. You can, however, disable driver updates from WU using group policy IF you plan on keeping your drivers updated yourself.

I agree with both @antspants and @glasskuter. Use the tools and do not disable Windows Update.
If you disable Windows Update, you will miss getting the very essential security updates for nasty things that real beta testers have found.
