There are many different reasons that cause it to occur. None of the reasons are from the update itself. If that were true we would all have the problem and we don't. I repeat, unless an update causes issues for everyone, it specifically points to conditions on the machine having the problem.
Reasons are:
corrupt system files going into the update or coming out of it
3rd party software
changes made by the user
3rd party tweaking apps
corrupt user account
Even drivers and flaky devices can contribute to many issues
It is what it is. So, either be proactive and fix your system or live with it. If you wait for MS you'll be waiting a long time. That includes doing everything that has been previously suggested, even up to and including a repair install or even a clean install and rebuild everything as a last resort.
MS releases updates that change or enhance a basic Windows installation. Folks fail to understand that unless an update causes file explorer issues (or any other problems) with all or big majority of windows users, MS won't and can't do anything about it as there are too many variables outside of the OS itself. These issues occur due to a machine specific condition.

You keep missing the point. It is not "only happening at 23h2". It is happening for YOU at 23h2, not everyone. I'm sorry, but all we can do here is address issues on an individual basis and give out our best advice. For some questions there are no definite answers or quick and easy fixes. If anyone has such an answer to your very isolated issue, other than what has already been suggested, we'd both like to hear it.

1. Create a folder called zVive on your C:\ drive (Windows drive)
2. Extract the contents of the ZIP file you just downloaded, to the new zVive folder.
In command Prompt (as Admin)..
cd C:\zVIVE
Then run this command...
vivetool /disable /id:40729001,37634385,36354489
Then reboot the computer to apply the changes.
This command is mainly to remove File Explorer "tabs".
But it also fixes a lot of things in File Explorer that got broken in 23H2.
Vivetool is just a tool that allows you to enable and disable things, that are very hard to enable or disable by any other method.
Microsoft fix this issue?
I make the latest ms win11 updates.

I suspect your video card driver is incompatible with the App SDK Explorer.Please do this:
Reset all features to default with:
Restart.
If Explorer is still broken (I expect it will be), disable the App SDK Explorer with:
Restart.
If I read correctly, that's what worked for you previously. I don't think you needed to bother with the other feature numbers.
Your other option is to use the Windows 10 Explorer that is still built into Windows 11. Details here:

I don't use those either. I've found that just leaving things alone makes my day-to-day computing just fine.
Yeah... the only reason mine broke was because I had previously used the "no File Explorer tabs" tweak.
Apparently Microsoft decided the "no tabs" was NOT permitted.
There's still other ways, to choose no tabs in File Explorer, or classic ribbon bar, but like I mentioned, I don't use those programs.
So now I have tabs, and I just ignore them.

I do use one of them (StartAllBack).
But as I did not like the ribbon UI of Windows 10 and would not like to go back to the UI of Windows 7, I choose to stay using the Windows 11 Tab UI. What I don't like is that the Titlebar cannot be coloured as in other programs. Even Edge (that I only use minimal if a site does not function in Firefox) has a cloured titlebar... But the non-coloured titlebar I ignore as well.
It every time again turns out that MS is ignoring the wishes of the users, who would like to have Windows a more configurable UI (as it was in Windows XP). It is as it is, we'll have to live with it.

No. Every eventuality can't be covered.
An update will likely break third party extensions. This isn't unique to Windows.
In Linux, GNOME users find broken extensions every time a new GNOME version is released.
Third party apps have to be updated to be compatible with the OS they're running on, not the other way around.

I'm not quite sure what you're looking for, but you can clear all feature enables/disables with the command:
vivetool /fullresetMy Computer

Then the problem doesn't appear to be with the feature enabling/disabling. Maybe your video card driver isn't compatible with the App SDK Explorer. Can you use the old Windows 10 Explorer? You can easily switch using this tool:
