IMPORTANT Because of minimal operations during the Western holidays and the upcoming new year, there won’t be a non-security preview release for the month of December 2023. There will be a monthly security release for December 2023. Normal monthly servicing for both security and non-security preview releases will resume in January 2024.

IMPORTANT After February 27, 2024, there will no longer be optional, non-security preview releases for Windows 11, version 22H2. Only cumulative monthly security updates will continue for the supported editions of Windows 11, version 22H2.

Microsoft Intune is affected by this issue but third-party MDMs might also pe affected.

To mitigate this issue in Microsoft Intune, you can set the “Enforce drive encryption type on operating system drives” or "Enforce drive encryption on fixed drives" policies to not configured.

All usersWhen using physical media or disc images (ISO) to install Windows 11, version 23H2 (also referred to as the Windows 11 2023 Update) on a device, Microsoft Narrator might not start.

Narrator is commonly initialized using keyboard commands, such as Ctrl + Windows key + Enter. Although Narrator is present in Windows when the installation process begins, it might open in an unresponsive state when initialized using any method.

Please note this issue does not occur when Windows 11, version 23H2 is installed using Windows Update on a device which is already running Windows 10 or Windows 11. This issue only occurs when physical media or ISOs are used for this installation and Narrator is only affected while the installation process is taking place. It should continue to work as expected once the installation is completed.		We are working on a resolution and updated media which can be used to install Windows 11, version 23H2 without this issue. We will provide an update in an upcoming release.

If you want to remove the LCU

To remove the LCU after installing the combined SSU and LCU package, use the DISM/Remove-Package command line option with the LCU package name as the argument. You can find the package name by using this command: DISM /online /get-packages.

Running Windows Update Standalone Installer (wusa.exe) with the /uninstall switch on the combined package will not work because the combined package contains the SSU. You cannot remove the SSU from the system after installation.

My laptop is stuck at installing 69% with this update too - it's been sitting at that for an hour so far, possibly a bit longer. (To clarify I'm talking about 69% within Windows Update app, not on the boot screen after restarting).

How long do you reckon I should give it before re-starting and hoping it undoes any changes?

EDIT - Update. It has just moved from 69% to 70% after being stuck on 69% for > 2hrs.

EDIT 2 - Stayed stuck on 70% for 15 mins & then climbed quickly to 100%. Restarted at the prompt, and THEN it stayed stuck on "You're 0% there. Please keep your computer on" for 35mins. (Here we go...) Then it restarted itself without moving off 0% (rather weird? Never seen that before), then on restart it moved from 0%-30% quickly, & then did it did the usual restart at 30% & took a further 5-10 mins to reach 100%. After logging in it got hung up on the Welcome screen, then stayed on a black screen for a full minute before explorer started & I got a background & taskbar. Gave it 10mins & did another restart (as a few taskbar icons were missing) & it loaded as fast as it usually would. What a nailbiting update that was!

I'm having a bit of a bad day on the tech front. My 3 year old HP Spectre 14 won't power on all of a sudden after working flawlessly until this point. It's not the charger or the usb c charging port - have eliminated those by switching ports & chargers. Of course it is out of warranty... *sigh*

On my machines it sat at 69% or 70% for several minutes and then jumped to 100% and asked for restart.

It takes a long time to get from Redmond Washington, all the way to New Zealand. Just kidding. :-)

Unless you have a fresh backup... it's best to just wait.

Good advice thanks Ghot. See my EDITS above. Started installing at 1.07pm. Completed installing at 5.16pm. Horrendous for just a monthly CU on a high specced machine!

There's no way I can "know" why it took so long. As you can see from just this topic, the updates were fast for about 40% of the folks, so far. If your Windows Updates are always slow... you should make a new topic about that.

My guess is that Microsoft uses some sort of error checking when installing updates. Sometimes... when there's a lot of "hops" between the user and the Microsoft server... this can take a while.

I don't know for sure. But like I mentioned, if your Windows Updates are always really slow, and you have a decent internet connection, then you may want to make a new topic just about that issue.

My guess is that Microsoft uses some sort of error checking when installing updates. Sometimes... when there's a lot of "hops" between the user and the Microsoft server... this can take a while.

I don't know for sure. But like I mentioned, if your Windows Updates are always really slow, and you have a decent internet connection, then you may want to make a new topic just about that issue.

Hi Ghot. Save for one update a few months ago which choked for a long periods as well (though nowhere near THIS long), the updates are usually pretty fast & smooth on that laptop. I always run an SFC after updating & if errors are found they are always repaired. But yes, if this trend continues I may make a post for some guidance about finding & fixing the cause! The basics are covered - no malware, MBAM disabled for the updates, 32GB RAM, several hundred GB spare disk space, a decent i9 processor, & decent internet.

It's probably just a fluke. This update was really slow for a lot of people.
I think the October patch Tuesday was slow too.


Anyway, I posted a snow pick up above, for everyone in New Zealand. Especially since it's the middle of summer down there. :-)

I stalled at 70% for 25 minutes and did a hard reboot and it took another 10 minutes. Then I did an Nvidia update and gained another 3GB of space.

Fixed a visual bug introduced with last major update (accessing the battery from taskbar - was visually bugged when loading - as if trying to split between multiple screens / after applying this update - loads correctly again).

+1 for stall @ 70% (10-15m) and then a pretty good stall after reboot @ 0% (5-10m) but seems to have completed properly. 🤷‍♂️

Strange that there was an Update on a Monday lol came through after 1am SAST so I did it now.

Downloaded, Installed, Restarted and back to Login Screen literally within 20mins.
No stalling anywhere on installing or rebooting.

SFC and DISM script reported no corruption or issues!!!!

Probably the preview for the Dec 12 patch Tuesday update.

So there's no rush. You can wait for patch Tuesday, which gives MS another week to fix any remaining bugs.

I registered to the boards to share my experience with this update. On my main Legion laptop the update installed super fast and the same on my other IdeaPad. On my HP PC it was a bit slower, but only by around five minutes. It is extremely slow on my older Legion laptop from 2022 - I am having the same experience as @catspyjamas thus far with the install having been on 69% for a few hours, then moving to 70%. Thank you for letting me know I'm not alone and that the update is super slow on some configs.

Update: Quickly reached 100% as per post of @catspyjamas and is restarting.
Update Two: Update now successfully installed
Update Three: I will be reporting the lengthy installation of this KB on my device via the 'feedback hub'
