Windows insider channels and the group policy editor

If I install the 28000 canary build, than use the group policy editor to set my insider channel to dev, will I stay on 28000 until the dev channel builds get higher than that build? Or how does it work.

Fairly sure you cannot go from 28000 builds of Canary back to Dev which are 26220 without doing a clean install.
