Windows OS runs at 30 fps on a 60hz TV screen?

I have tried to solve a few issues... mouse delay, video issues, game lag etc.... and I saw something I don't quite understand. I have RTSS Desktop Overlay app running that shows ie. gpu and cpu temps on my desktop. It shows also this: "D3D9 30FPS". Shouldn't it show 60FPS instead because my TV is running at 60Hz? I was just thinking if that possibly indicates some kind of a problem?

Hi-Speed 2.1 HDMI cable is in port 1 which 60hz. I also tried ports 2,3 and 4 which are also 60hz ports but it didn't change anything.
Input Signal Plus is ON.
VSYNC is OFF.
All kind of green features are OFF.

In Nvidia drivers set V-Sync to on, make sure the resolution and refresh rate for the display device is correct, make sure there is no maximum FPS limit set in both the drivers and RTSS.
Check that Windows display settings also show the correct aspect ratio and refresh Hz.
A lot of cheaper/ low end TVs actually have a low refresh rate that is then enhanced by the TVs internal processor, so the real refresh rate may be 30Hz doubled by internal processing to 60Hz.

Vsync is set on and also everything else as you suggested. It still shows 30fps. When I quit a game the Desktop Overlay app shows 60fps for a second or two and then shows 0... 5... 30.

Do you have MSI Afterburner installed, it interfaces with RTSS? You can use it to set an on screen display of various temps, % usage and fps, frame times etc. If during games the frame rate is shown as 60 (use the frame rate limit setting set to 60) then I think this is just a reporting issue.
My monitor is G-Sync compatible and 165Hz using an RTX2060, during gaming MSI shows 165 fps (V-Sync on) but on the desktop it shows 0 fps and 0% GPU usage, even using blender or watching a video.
Is it possible you are seeing fps (GPU frame rendering speed) as Hz (display refresh rate)?
