If you want phone link for all the bells and whistles:
For phone link to work, it sometimes needs other dependencies installed. If you don't have it and the powershell method doesn't work it's usually because the windows install image was modified. Such as removing /disabling the microsoft store.
Best method is to go to settings > Bluetooth & Devices > Mobile Devices
Turn on both options there for phone link, you will get prompted to download and install it. It will find anything your missing usually and pull it down in my experience.

I had forgotten about going through those steps when initially setting up Phone Link. Good reminder.
