Windows Security Popup with Google Chrome Wanting User name and Password

Clean install of 22631.4037 and am getting a Windows Security Popup with Google Chrome Wanting User name and Password. Usually it would just want to scan my finger print. I think it has something to do with Passkeys since this clean install has none. I am unaware of how to transfer Passkeys to a clean install. I have tried my Google User name and password and the popup just disappears and immediately pops back up. I have also tried the User name and password of the website I am trying logon too. Same thing happens. Anyone see this or have any clue how to resolve this issue?
