Solved Windows will not clean install

Hi - so I'm out of ideas on this one! New build PC, moved m.2 drive over from old PC and basically running fine, but looks like a few minor display driver issues so decided to do a clean install of Windows. Created the installation media USB via the Windows tool and I get this when booting from the USB:

Recovery
Your PC/Device needs to be repaired
The digital signature for this file couldn't be verified.
Error code: 0xc0000428

Never had this before! Here's what I've tried, all with exactly the same result:

  • Checked UEFI bios is on. CMS and secure boot are disabled.
  • Used USB directly in back of motherboard. Recreated the Windows installation media. (USB stick is 64gb and Windows partitions to 32GB. I used this same stick to clean install Windows a couple of months ago on the old system (same m.2 drive) and it worked fine. Hasn't been used for anything since so doubt the stick is to blame.)
  • Disabled EXPO and put ram to JEDEC settings.
  • Removed one stick of RAM (to leave single stick of 16GB in slot B2).
Let me know any ideas as I'm out!!

Are you sure Secure Boot is disabled? This looks like your UEFI doesn't trust the boot file's signing cert.

For a sanity check, you can try booting this USB off a 3rd PC. You just need to test booting (no actual installation). Disabling Secure Boot will disable any enforcement so it doesn't matter what version of the boot file is written on the USB.

I also have an ASRock motherboard (B650E Taichi Lite).

I performed a few test installations when I received the motherboard. A clean install of Windows 11 was successful both with the motherboard’s default settings (CSM and Secure Boot disabled) and with the following settings, which I’m using now:

  • OC Tweaker > DRAM Profile Configuration > DRAM Profile Settings > EXPO...
  • Tool > Auto Driver Installer > Disabled
  • Security > Secure Boot > "Install default Secure Boot keys" > "Yes" > "Discard changes and exit setup?" > "No" > "Secure Boot" > "Enabled"

I created the Windows 11 USB stick using the Microsoft Media Creation Tool.

Well... so I've just tried the USB on my wife's laptop (had to disable secure boot before it would accept it) and... same error. So that does suggest there's some problem with the USB - which I find very odd as it was used for a clean install not long ago and hasn't been used since.

Anyhow... annoyingly I don't have another USB stick large enough to do a clean install so have ordered a new one and we'll see with that!!

You can try recreating the USB again. There's no harm in that.
Yeah, that error could very well mean general media corruption and not a Secure Boot-security-violation.

I suggest making sure the contacts are clean on the USB connectors, then wipe the flash drive, repartition and re-create the media.

please try burning the Windows 11 ISO with Rufus

when the Rufus burn menu appears set it to
GPT and UEFI (CSM)
i have found with Rufus bypasses many install problems.

So, new USB drive arrived, set it up with Windows installation tool... and it worked first time with no problems. So must have been a problem with the previous USB drive - even though it was bought new about two months ago, had previously been used for a clean install with zero problems and not used for anything else! Very odd! But all sorted. Thanks everyone for the suggestions and input!

- Connect a USB drive to your PC
- Select the USB - Next
- Select Create
