Solved (Yet Another) Win 11 IoT Ent LTSC 2024 24H2 Print to PDF Issue

Hi All,

Apologies if this specific scenario has already been covered, but I couldn't find an answer in the existing posts...

I'm currently running Windows 11 IoT Enterprise LTSC 2024, version 24H2 Build 26100.1742 which suffers from the missing/corrupt Print to PDF issue.

In order to try and correct this, and to avoid having to download ~800MB of updates... I've downloaded the latest updated March 2026, Windows 11 Business editions, which includes Windows 11 Enterprise, version 24H2 Build 26100.8037. Note, there is no IoT LTSC 2024 ISO available which includes the March 2026 updates.

So far I've tried...
Install the latest non-IoT/LTSC Windows 11 Enterprise
Take a copy of the prnms009 directory, and place a copy on my Windows 11 IoT Enterprise LTSC 2024 machine (placed on the desktop)

On my Windows 11 IoT Enterprise LTSC 2024 machine I've then performed...
- Dism /Online /Disable-Feature /FeatureName:"Printing-PrintToPDFServices-Features"
- Rebooted
- pnputil /add-driver C:\...\prnms009.inf_amd64_^HASH^\prnms009.Inf" /install
- net stop spooler
- Dism /Online /Enable-Feature /FeatureName:"Printing-PrintToPDFServices-Features"
- net start spooler
- Rebooted

Programmes and Features is showing the feature as ticked/enabled, however there are no printers showing.

Is there anything I'm missing here?

You can try removing Microsoft Print to PDF feature, restart and add it again. Or you can just install a third-party PDF printer and use that instead. A good one is BullZIP PDF Printer:


If you rather fix Microsoft Print to PDF, load Control Panel, switch from Grouped to Large Icons view, go to Programs and Features. Then click on Windows Features at the left side. Find Microsoft Print to PDF and uncheck the box. Restart for the changes to take effect. Then go at the Windows Features again and check the box to add it. Test it is working properly, if not just use BullZIP PDF printer or other third-party utility.

PS: If you install Adobe Acrobat Pro DC (the full version, not just the Adobe Reader), it comes with Adobe PDF Printer which is the best and you can also set version (such as Acrobat 6) for compatibility with older systems and adjust quality.

So I've managed to resolve my issue...

In Windows 11 IoT Enterprise LTSC 2024, the Microsoft Print to PDF feature comes enabled by default, and shows ticked/enabled in Programmes and Features, however no printer appears in Control Panel. Furthermore the prnms009 directly is missing from the C:\Windows\System32\Driverstore\FileRepository directory

To get it working, as described in my first post, I installed the latest version of Windows 11 Enterprise March 2026 update, and took a copy of the prnms009 directory.

Following a clean install of Windows 11 IoT Enterprise LTSC 2024, I then copied the prnms009 directory to the Desktop and did the following:

1) Install the print driver using the following;
pnputil /add-driver <pathto>\prnms009.Inf" /install

2) Add the driver to the list of printer drivers, this can be either done with command prompt or powershell:
Command Prompt:- rundll32 printui.dll,PrintUIEntry /ia /m "Microsoft Print to PDF" /f "<pathto>\prnms009.Inf" Power Shell:- add-printerdriver -name "Microsoft Print to PDF"

3) Add the Print to PDF Printer, this can either be done with command prompt or powershell:
Command Prompt:- rundll32 printui.dll,PrintUIEntry /if /b "Microsoft Print to PDF" /r "PORTPROMPT:" /m "Microsoft Print to PDF" Powershell:- add-printer -name "Microsoft Print to PDF" -DriverName "Microsoft Print to PDF" -PortName "PORTPROMPT:"

Did you actually had to go through all this trouble? Isn't the feature available in Windows Features? If it wasn't working properly, you could try to remove it and add it again. I would do what you did as a last resort if the previous steps didn't work.

Yes I did.

I tried the remove/re-add through Programmes and Features and it didn't work.

It looks so complicated without a guide. I wouldn't have to knowledge to do it properly. I would just use a third party alternative, or even better, Adobe PDF Printer the "original" thing (others are substitutes).

This problem, or another version of the same one, has afflicted Print to PDF since 24H2 was released. You may have Print to PDF enabled, but a broken or missing prnms009.inf prevents the feature from working.


Sometimes MS doesn't pay attention to Windows Update, and they push the wrong files to your system. I don't know if your problem requires the same INF file, but the idea is the same (manual pnputil, followed by re-enabling the printer).

yeah, it's a known bug.

That's the issue with automatic updates since Windows 8. There were so many complaints that Microsoft released the Windows Updates Show/Hide Tool which lets you hide (block) specific updates. An alternative is Windows Automatic Updates Manager (WAU Manager) both available at Major Geeks. You can use either of them to block any suspicious updates that can break features.
