Solved 2024-02 Cumulative install error 0x80071160 and other permission/install issues

I noticed that I started to have Windows update issues along with using and installing other 3rd party software. Here are the steps I have taken so far.

1. I first performed the following to try and solve the Windows update issue.
Code: 
1. Run Troubleshooter
Open Settings => System => Troubleshoot => Other troubleshooters => Windows update => Run.

2. Use Command Prompt commands.
=> Open Command prompt as Administrator.
=> Type/copy the commands below , enter 1 by 1.

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver

=> Close the Command Prompt and restart your computer then try to update again.

Unfortunately that didn't solve the issue.


2. I then performed a dism /online /cleanup-image /restorehealth. It came back with
Code: 
The WOF driver encountered a corruption in the compressed file's Resource Table.
The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log

3. I then performed an sfc /scannow and got this
Code: 
Windows Resource Protection found corrupt files but was unable to fix some of them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

My next step is to perform an in-place upgrade unless anyone has other suggestions. Thank you.

You can first try from cmd prompt as admin
dism /online /cleanup-image /restorehealth
Restart computer
(Note-you can follow up with another sfc /scannow command to make sure that dism repaired the files
If dism does not fix it, then do a repair install.

Thank you. However, I already stated in my OP that I have performed those steps and I am asking that before I perform a repair install that if there are any other suggestions.

Thank you for your response. I have watched your video and have followed your first command in cmd with administrator right which is

C:\Windows\System32>dism /get-wiminfo /wimfile:C:\sources\install.esd
I also tried D instead of C. However, I receive error code 3 system cannot find the path specified. My windows installation is drive letter C. I cannot obtain the index number of my operating system if I cannot get the command to work. The drive letter for my Windows 11 installation USB is drive H which is just downloaded from so it is a fresh copy. I used rufus to install the ISO on the USB.

Update.

Since I couldn't perform the above video from FreeBooter and I couldn't find anything else to try, I went ahead and performed a repair upgrade following the instructions on this link.

However, now the computer goes into a boot loop. There are currently 3 operating systems to boot to. One is the newly created Windows 11 Pro which the upgrade repair created I assume and is now the default boot OS. However, when that is selected it briefly shows the motherboard logo and then says "restarting" and reboots. Creating a boot loop.

I have two other OS boots. One is called "New OS" and the other is called "Old OS" which also goes into a boot loop. The old OS is my default OS that I am trying to repair and performed the repair install on. The New OS is a clean OS I created months ago as a fail safe which is working fine so I can use that OS for additional troubleshooting.

So right now I am stuck because the "Old OS" is now in a boot loop. Anyone have any suggestions?

Are you using mbr or gpt? Is your bios set to uefi?

Windows 11 doesnt like mbr.

Did you ever upgrade from 10 to 11?

If your stuck in a boot loop I would just extract your files and wipe and start over.

Update.

I had performed a Synology backup before I started this whole process. So I restored the backup and was back in working condition but with the same problems of course. So I went ahead and did a bit more preparation before attempting the repair install again by unplugging all unnecessary USB devices, turned off Malwarebytes, closed every software I could and I downloaded the .ISO for Windows 11 and mounted it using Explorer and started the repair install from that rather than from a bootable USB drive. And the repair install worked with no bootloops this time.

I then ran the dism health check and it said everything was good. Sfc /scannow found some corrupted files but repaired them. I rebooted and tried sfc /scannow again and no problems were found.

I was able to also successfully install all Windows updates which was the initial problem. I am still testing other softwares that were having some odd behaviors but the main problem with not being able to install Windows updates is fix. Problem solved. Thank you for the help.
