I do have a camera in my dumbphone that take good enough pictures if i ever need to take a picture away from home.
Probably not, but I use voice typing quite a lot on my phone, and it works brilliantly most of the time. One area of AI where it really makes sense to have a local one on your devices.

In Sweden its against the law to fiddle with the phone while driving.. so you would be pulled over and get a fine.
It's against the law in RI too but whether or not you get pulled over is a complete crapshoot and the odds are in your favor of not getting pulled over. Texting while driving is illegal in all but two states now but as you said some have stricter enforcement then others.
Given that you have to be observed breaking the law by the police
I think the problem will only be solved (and probably just temporarily until the hackers figure out how to defeat it) through technology which only makes your phone available during an emergency while you're driving. The distracted driving laws are a good first step but they depend on you actually being caught breaking the law and the chances of that are probably more in your favor than law enforcement. RI has some of the worst (if not the worst) drivers in the country. Using turn signals is just a "suggestion" and traffic lights are only to be obeyed when you feel like it. A lot of municipalities are installing traffic cameras to catch speeders and drivers who don't obey traffic lights and everybody whines about it, pretending they don't realize it's their own lousy driving habits that make these draconian steps necessary.
There definitely were no bad drivers before smartphones.
Ah, the traffic camera debate, that's a huge sore subject in southern Nevada lol. Red light running is huge here. Course I remember getting a red light ticket mailed to me here from Washington State. Only problem was I wasn't in Washington at that time. A Marine Veteran license plate was the same number as my Air Force veteran plate so they tagged me with the ticket lol.
