Sorry for the necro, but while there are some good approaches, I need to point out that the simplest way, at least that I could see having only upgraded to W11 in 2025, is this:
Use "pin to taskbar" and, crucially, combine this with the "never group" option, which is either natively available or can be found in StartAllBack.
This makes it so that the pinned programs stay nailed down on their spots and don't get shoved around when one of them is launched.
