I have observed a recurring problem on Windows 11 25H2 (build 26200.8328) where BITS (Background Intelligent Transfer Service) becomes stuck and disrupts multiple network‑related components. The issue appears immediately after installing a clean, fresh copy of Windows, without any additional software or configuration changes.
Key characteristics of the issue:
BITS cannot be stopped manually when the problem occurs. Even Stop-Service bits - Force fails.
sc queryex bits reports the service in RUNNING or STOP PENDING, indicating a hung preshutdown state.
After several minutes of system uptime, network discovery services (FDResPub, fdPHost) stop responding despite showing as Running.
File Explorer → Network folder becomes unresponsive, showing a spinning indicator, and all devices including the local machine disappear from the network list.
Restarting FDResPub or fdPHost temporarily restores network discovery functionality, but only if BITS is not already hung.
A full system reboot restores normal operation only temporarily; the issue reappears after a short period.
System shutdown and restart take significantly longer than normal, indicating that the hang affects the shutdown sequence as well.
The Event Viewer logs Service Control Manager Event ID 7043, indicating that “Background Intelligent Transfer Service” did not shut down properly, which aligns with the observed preshutdown hang.
