Is there a program that will backup all Windows 11 settings?

Updates often overwrite some of the settings with default values. Is there such a program, and if so is there one that can automatically scan for changes and return any changes to our custom setting?

Not really.

Backup software will back up ALL of Windows, and restoring from a backup will take Windows back to the time you made the backup.

There are some tweaking programs that will let you export or import all the changes you've made IN the tweaking program. Winaero Tweaker is one of those programs.

I know about backups. I will see if Winaero Tweaker does enough of what I want because like you said you can import/export those settings.
