While you are on this a bit older CPU, rather config the games you play to have a bit lower but stable framerates at let's say 60 rather than try to push beyond 100FPS and get variation over 25%. The games will feel much smoother despite lower framerates because of stability.

Also the higher the resolution the less it should be CPU bound and more GPU bound

To an extent yes, but this all repends on how certain parts of the game are made.

Its a general going by i guess, most case its true but im sure there are some where it doesnt matter
