Gotta add my kudos for FastStone, best I've ever used. Their, free also, image resizer is very good too.

You can easily resize images in a batch within the FastStone Image Viewer program!
Look under Tab Tools:

Under Convert you have many choices how to convert the images, just resize or convert to another extension.
Don't need a separate program for that! Unless of course you only want to convert images and have no need for a viewer program.

Agree.

Windows Photo Viewer is built-in. Only need re-activation. It's an old Windows app.
