If I've missed an explanation of this along the line somewhere, please excuse me. But this discrepancy of a few percent is not a critical issue that has to be dealt with immediately, so why not do the test to see if safe mode will help when you are not going to be using the computer, like over night?
It's not something you have to do immediately. Just make sure you have a full charge before going into safe mode and let it sit over night. When you wake in the morning, plug it in.
