Recently I tried to transmit a file from Pixel 5a phone to Windows 11 PC using Quick Share in the Files app from Google (select a file, Share, Quick Share icon, send to nearby device, my PC name, Send, while Bluetooth on PC is waiting to receive). All attempts to send a file failed. Then I started the Total Commander (Android app). Quick Share didn't work there too, but then I used Copy/Move/Send via Bluetooth option, and it worked! Connection to PC was established and file sent on the first try. I didn't investigate deeper, where is the difference between two methods, but maybe this can help others.
