but are you so sure it's at at 67 in a clean install ?
windows 7 was at 20 or 30 ,i don't remember anymore windows 10 clean install
i think w11 keeps the applications settings in the registry

windows 10 does store the settings right there , and the default w10 system sound volume sould be at 30%
but have you reset or a clean windows 11 install ?
by the way , classic windows mixer is a cool software
