Solved Can Ping but No Internet

I am having an issue with my Lenovo IdeaPad 5 Pro accessing the Internet. When I launch Chrome, it states that "www.google.com refused to connect." Below that error, it states, "ERR_CONNECTIONED_REFUSED". I can ping IP addresses such as 1.1.1.1 and 8.8.8.8. I can also ping www.google.com. All other devices such as my work laptop and mobile devices can browse the Internet without issue.

Troubleshooting performed:
Rebooted Modem and router
Cleared Cache on both browsers
Disabled McAfee anti-virus
Changed DNS to 1.1.1.1 and 8.8.8.8 on WiFi nic
Disabled Wi-Fi and tried Ethernet only
Changed DNS on Ethernet to 1.1.1.1 and 8.8.8.8
Attempted Windows Updates but it times out
Disabled IPv6 on both WiFi and Ethernet nics
Uninstalled the WiFi nic and rebooted so that Windows could reinstall it

I have made no changes to my network and all other devices work just fine. I cannot browse using Chrome or Edge. Just not sure where to go from here.

ERR_CONNECTION_REFUSED or ERR_CONNECTION_RESET tend to be issues caused by overly aggressive firewall or anti-virus settings. If you own a smartphone or tablet, and that works on the home Wi-Fi, chances are it's something on the PC.

Run this command:

powershell -C wget http://www.msftconnecttest.com/connecttest.txt

This asks PowerShell (and not your browser(s)) to fetch a simple test file that Windows uses to determine if you have network connectivity. The file itself doesn't matter, but if the command works and your browser doesn't, it's definitely a security-related issue.

Also run "ipconfig /all" and check the default route. Is it pointing to your home router?

I ran the test you recommended and received results back. I also ran ipconfig /all and the default gateway is 192.168.0.1 which is the router.

Do the default DNS servers from your ISP work? If you don't know maybe you should try those first before you change them.

It's not DNS if OP's machine can resolve msftconnecttest.com and google.com.

I reset the Windows Firewall rules as requested and rebooted the laptop. No dice.
I manually programmed the WiFi nic with the below:
IP - 192.168.0.206
subnet - 255.255.255.0
DG -192.168.0.1
Preferred DNS 192.168.0.1
Alternate DNS 1.1.1.1
Rebooted the laptop and no dice.

I do notice that when I reboot the laptop, I have just a few minutes of Internet before whatever it is that starts blocking me. I can open Chrome, open Gmail, start another tab and go to say Strava, that is about the time it takes before the problem starts. When I open a second tab, it never does actually land on that page but throws the same error originally posted.

That sounds more like a 3rd party application. Have you tried booting in Safe Mode With Networking and see if you can get full access that way?

Instead of manually configuring your laptop NIC why not use reservation via the router and have that auto populate the appropriate network protocols? You should also be able to let the router set the proper DNS vs doing it on the laptop.

Performed a Safe Mode With Networking but I had to use my USB Ethernet adapter to gain Internet access. I see the WiFi globe in the system tray but when I open the Network Connections in the Control Panal, the WiFi nic is not listed. It looks like I can browse the Internet now without issue. Now the question is, what is causing this issue when I boot as usual.

Alright - booted the laptop back up normally and went to the Control Panel's Programs and Features. I saw McAfee's WebAdvisor was installed recently in the last two weeks which was about the timeframe the issue started. Uninstalled the program, and rebooted. I have been able to browse the Internet so far without any issue. Appreciate all the assistance in assisting me resolving this.

I'm with Gary, after flirting with Norton, McAfee, as well as a host of other solutions, I'm living with Windows Defender and Malwarebytes. The big guns got too invasive and tried to be all things to all people. They managed to succeed at almost nothing.

What would you recommend as an alternative?
I still swear by Malwarebytes as the king of AV, and ADWCleaner for junk browser extensions and preinstalled software..

But nowadays, every executable needs to be signed with an extended validation certificate or Windows will tell you it's malicious, and the publisher is unknown (For developers this requires ~$350 per year and a USB being sent to your physical address to be able to sign the file. Homebrew software in most cases is no longer acceptable by Windows to share with people)

So malware/viruses in the classical sense aren't really a thing anymore. It's mostly just malicious scripts using system commands to mask themselves and then downloading remote payloads.. which Malwarebytes exploit protection, detects and prevents.

In most cases Windows Defender should be fine, but for added protection Malwarebytes is what I use.
