Cannot start PowerShell


New observation: the powershell executable copied to another location starts well (with black background).
 

My Computer

OK. So, I copied the Powershell folder to my desktop and deleted all files except the executable. It still does not start.

But if to copy it to the same or another folder, it starts well!

I have checked the file attributes and file permissions - all seems the same. Two exactly the same files (one is the copy of the other), in the same folder, with the same permissions and attributes, and one starts and the other does not!

Moreover, if to rename the one which does not start, it begins to start well. If to rename it back, it stops starting.
