I've followed one of the tutorials (there are several) for turning SmartScreen off so I can run a program but I continue to get "Microsoft Defender SmartScreen prevented an unrecognized program". Malwarebytes currently says "Real-Time Protection turned off". "Reputation-based protection" in Windows Security is turned off. System was rebooted and those settings remain.

What else can I do to run "K-Lite_Codec_Pack_1802_Full" downloaded from K-Lite's website? K-lite says it's a Beta program so there probably aren't a lot of downloads yet. There was no problem in downloading it I just can't install it. Help.

The K-Lite codecs package has been around for a very long time. I have used it for years, I have never encountered this problem.

Download the stable (non-beta) version 18.0.0 from

Thanks, Brink, but I've followed all those steps with no change. This time I ran the reg fix too. Still get "Microsoft Defender SmartScreen prevented an unrecog..." That's all I can read in the small window from Microsoft Defender and there's no way to blow it up to a bigger window. However, the rest seems logical. Everything that needs to be off or disabled is turned off, still no joy. More help I hope.

Responding to Porthos comment, I don't use Edge I use Firefox. But it seems Edge is part of the operating system in Windows now. You have to go through it only, to get some things done. The settings you used to access through Internet Explorer are now part of Edge. I think I clicked a link in settings and it opened in Edge which was confusing.

@larrydonline

I just use Winaero Tweaker to disable it...

If a setting in Winaero requires a reboot... it will tell you in the lower left corner.

I also use Firefox. I have EDGE blocked in my Bitdefender firewall.
I only "allow" EDGE temporarily if some website requires it.

For me Smart Screen seems to stay disabled.
I'm guessing EDGE might be turning it back ON for you?

That's all I can read in the small window from Microsoft Defender
Hold down Windows key + Plus (+) to activate the screen magnifier.
Hold Windows + Plus (+) or Minus (-) to control the magnification.
Hold Windows + ESC to quit the magnifier.

Go to your downloaded file and right click on the file and select properties, then checkmark Unblock. Fingers crossed that may help?

Have you also disabled Smart App control, it works with smartscreen.
As for smartscreen, you can just kill it.
Code:
takeown /s %computername% /u %username% /f "%WinDir%\System32\smartscreen.exe"
icacls "%WinDir%\System32\smartscreen.exe" /grant:r %username%:F
taskkill /im smartscreen.exe /f
del "%WinDir%\System32\smartscreen.exe" /s /f /q

Disabling Smartscreen in Edge is one thing, disabling system-wide Smartscreen is not very sound advice. Smartscreen for Explorer is more than protection from an anti-phishing list, it also performs a reputation check for files and more. A smart developer has created Run By Smartscreen, which can be used in place of Explorer's right-click "Run as Adminstrator" to extend Smartscreen protection beyond Explorer.
It is based on a very simple idea to open/run safely the new files, when using right-click Explorer context menu. It covers in a smart way file opening in the User Space ( = everything outside %WinDir%, %ProgramFiles%, and %ProgramFiles(x86)% ). This program can manage files in the User Space, as follows:

  1. Run/check executables with SmartScreen.
  2. Block files with potentially dangerous extensions.
  3. Open vulnerable files with the warning instruction.
  4. Prevent DLL hijacking of EXE files.
  5. Safe files are run/opened without warnings.
Advanced users can apply 'Run By SmartScreen' for EXE and MSI installers (from sources not supported by SmartScreen) to force the SmartScreen check. Not Advanced users should consistently use 'Run By SmartScreen' for all new files.
[Smartscreen] is only halfway adopted in Windows. SmartScreen for Explorer can check executables with the "Mark of the Web", which is attached to files after downloading from the Internet by popular Web Browsers, Windows Store, or Windows OneDrive. There are many cases when files do not have a "Mark of the Web", and then SmartScreen Filter simply ignores them on the run
