Try running WinRAR as admin while selecting shell integration option.
I too use v6.11 x64. Its there in context menu by default.

not an answer to the OP but try 7-zip -- works perfectly with "Context menu" too. BTW be careful if downloading some .rar archives from "dubious places". Those archives often have nasty payloads in them.

Just to be clear:

1) You ran WinRAR as admin and accepted the UAC prompt to run as admin, correct?

2) While that admin instance is running, you set the option under Integration tab like rockyanexp showed, in post 6, correct?

If so, are you running any antivirus software that aggressively manages your program settings? If so, maybe you need to temporarily disable that feature while you set these options.

You must be the ONE person that actually paid for WinRAR.
This ofc, was so unexpected, that it broke WinRAR. :-)

WinRAR is not great with Windows 11 especially if you disable the new Windows 11 right click menu in favor of the classic right click context menu you might find double entries in the right click menu or it won't show you the compress folder option when right clicking on a folder wanting to compress it. I have emailed the developer but it's useless. I have since then switched to Bandizip which works great with Windows 11

just do not appear duplicates in folders.

this version winrar-x64-602 it was the last one with the old menu.

I couldn't get it working with any of the above. Anoying as it was working at one time. Anyhow, installing the current WinRAR beta did the trick :)
