i have found Chris Titus WinUtl works very well after a clean install of Windows
along with WinAero tweak utility. but then again i happen to rip a clean install of Windows to pieces and down to its most basics
if it can be removed i will remove it and then install my own set of limited programs.

but thats just me

Excellent tool. Well written and tested. I came across it years ago before he put it on Github and I provided some fixes. I wanted to help out but my time was already stretched too thin, but today he has a LOT of excellent contributors so that's great.

WinUtil must be run as Administrator Because it performs system-wide changes.

Open PowerShell or Terminal as admin, then run:

irm https://christitus.com/win | iex

How to open an admin terminal

Start menu: Right-click Start → Windows PowerShell (Admin) or Terminal (Admin)
Search: Press the Windows key, and type PowerShell or Terminal, then Ctrl + Shift + Enter

Opening Powershell as an Admin and running that command is always how I've run CTT WinUtil. That command always gets the most recent released edition.
