Chrome Browser Restore Page Pop-up

I use the lastest Google Chrome Portable App Version 96.0.4664.110 (Official Build) (32-bit)

I use a script to clean Chrome. If chrome is open, taskkill kills the Chrome process.
But when I open Chrome again, I get this pop-up window (even there is no page to restore, they are cleaned too)

How I can disable this pop-up window?

cleaning it is the problem as it thinks it crashed there is a need to run the latest version due to security issues on older chrome

I am using the latest version.
Actually it crashes, because I kill the process with taskkill command.
If I clean it while the program is closed, I don't get this pop-up.
If I kill the process then clean it up I get this popup.
Even if I just kill the process without cleaning I get this popup too.

So no errors in chrome, I kill the process so it crashes. It behaves as it should be.

But I want to learn if there is a way to close this popup.

I tried some methods but no result.
