cipher.exe not completing its tasks

So, I have an old HDD that has data on it (no OS) and I want to secure wipe/erase all unallocated space on it. I've tried running the cipher command 3x and it has failed to finish every time. Once it got to the point where it's writing all ones (FFFF) and just hung. The other two times it hung while trying to perform it's first task of writing all zeros.

Any thoughts why it keeps hanging?

You could try another method as apposed to persisting. Even something as simple as CCleaner (Free) has secure wipe.

You cannot wipe (secure Erase) part of a drive. It is the whole drive or nothing
It is suggested you move the data you want to keep to another drive.
Then you can run cipher,. or as I suggested somewhere else to you.
You may have Bad Sectors.
You can run Active KillDisk and set it to ignore Bad Sectors

You can, matey. Look at my screenshot. But I can’t think of a reason one would only erase free space. I think the idea here is to clean the drive and dispose of it, or give it away? At a guess.

After the backup is complete, I would run a thorough test on the drive with HDDScan.

Next, you should be able to secure erase free space on the drive's volume(s) with SDelete, but keep in mind that file names of deleted files will NOT be erased.
