I wasted several hours trying to figure out how I had broken accent color in title bars before realizing this option is ignored in the new Notepad and File Explorer. I rather like both of the new programs but a visual indication of the active window is more important to me than any of the new changes. There's a registry hack to return to the old File Explorer. Does one exist for Notepad?
