Computer restarted unexpectedly loop

I was downloading a simulation program for electrical and it asked me to turn of memory integrity and I did but then my computer got stuck in a restart loop and then the window advanced recovery option came up and I tried redowloading windows but when it was about to finish an error keeps coming up "the computer restarted unexpectedly or encountered an error" I tried changing the registry number but it didn't work and I'm stuck in this loop.PLS HELP

A question just for clarity, that statement suggests it was actually installing? If so something failed and screwed up the boot process, the other information implies the memory setting that was made needs to be undone and Windows reinstalled. If BIOS settings were changed they'd need to be redone. Usually downloading is saving a file to be dealt with later.
