Just for general information:

Many a shutdown problem has been fixed, over the years, on various OS's, with just the use of a little Desktop (or Task Bar) shortcut to run the Shutdown.exe program.

I've been installing it for my customer for decades, and they love it!
Give it a try:
%windir%\System32\shutdown.exe /s /t 1
(yes, there are spaces in the command. They should be obvious.)

Make yourself a desktop shortcut, using the above command. I like to put the Icon for the shortcut in my Task Bar for a One Click shutdown.

PS: Replace the /s in that command with /r for a Reboot Command. That can come in real handy too.
