Keep getting can not find script file "C:\Users\xxx\AppData\Local\Config.vbe" on every start up.

A vbe file is an encoded vbs script. It's possible your AV identified the script as malware and quarantined it, but did not remove the trigger that attempts to run it. That could be a shortcut in your Startup folder, an item in Task Scheduler, or a registry entry. As @pseymour pointed out, Autoruns should help you find it.

I just did a clean install of Windows 11 Version 10.0.22631 Build 22631 and it appeared at boot after the first restart. It did on an older miniPC and still does as I saw within the last hour or so when my newer miniPC was giving me issues and wouldn't even let me get to recovery. Not that it's a problem or anything, just annoying as well as worrisome. Got rid of it once or twice within the last 4 years but I don't remember how exactly

Did you try Autoruns as noted in message #2?

Cracks, keygens and the like do not matter. I got it the 1st restart after a clean install of a new version of Windows a few hours ago. Yeah, Windows was cracked or whatever but this never happened outside of miniPCs. I've only had this problem with 2 miniPCs I have and I didn't get my first one until 3-4 years ago, if that. I've been using cracked OS/games since at least 2010. So, 12 years without that problem proves it has nothing to do with cracks and the like
