Solved Continues loop for PIN isn't available. VIRUS ?

I'm doing a factory reset and hopefully saving her personal files which is a lifetime of pictures.

When stuff like this happens I don't mess around. I get that drive running as a secondary and I don't even bother booting to it. I boot to another Windows OS, go into disc management, open the nasty drive from disc management, and save all my files and folders and documents etc. that mean anything to me on that botched drive onto a separate drive. (Copy & paste works wonders.) After I strip the drive of all the files and folders I consider valuable I scan the drive I saved everything to for malware. If it comes up clean, great — I have an archive. If not, I clean it up. Next step: Reinstall the O/S on the unit that was giving me trouble. I don't have to use the messed up drive to do that (I can always pop in a brand new drive) but if that's the only drive available then I reformat and reinstall. (You could try doing factory reset if you like, but I highly recommend you scan that drive again after you do this because stuff happens.) Once you have a fresh OS back (and all updated) on your PC you can copy all those valuable files and folders and lifetimes of pictures back to your unit and keep your archive as a backup. Luckily I had setup cloud backup for files. Did the reset and it let me restore her files and pictures. Then I told her to change her password and setup the fingerprint option as her primary sign in. So she screwed that up and locked herself out of the laptop again. She wouldn't let me help her. Insisted she could do it herself. Now she has to wait 2 hours to try again. Dang Irish red head and her attitude.

Have you executed Bcdedit | find "osdevice" command to find out drive letter assign to Windows 11 partition?

Why are you trying to change command prompt pointed drive letter to C: drive?

I tried because Bcdedit | find "osdevice said it was C:

Yes that command was for you to found out drive letter where you will mount SAM registry hive do you remember i said you are mounting wrong SAM registry hive from wrong location.

Good to see you've found a solution that worked for you. That said for others see this post / thread.... Don't setup a diagnostic start using msconfig!.

The issue in that post also begets the issue discussed here. There is a solution that doesn't (didn't) require an OS re-install or backup image.
