Thanks. That seems likely. I'm now getting better consistent speeds with FastCopy64 (Portable made by extracting files from the installer).

Don't know what that burst effect was at the very beginning of the process, and I wish I could sustain it.
That burst speed at the beginning is a bit of an illusion - it is simply files filling up a RAM buffer. Data being copied is filling up RAM faster than it can be written to disk (RAM is faster than disks).
Eventually the buffer gets filled and data can only be copied as fast as it can be written.
Eventually all data is copied, and buffer gets emptied.
This is perfectly normal.

@cereberus . Now I know. That PC is now working correctly, and with FastCopy, I’m getting really good results, given the specs of that machine.

Robocopy seems to run better on older machines than the gui method, if you ever need that route
It looks like Win 11 hasn't improved in 1.5 years. In my case it's bursty and gets back down to 0 b/s every minute or so, and stays there for another minute or so, factually transferring files only half of the time.

If a USB drive, it means it's time to unplug the drive and reinsert the connector.
It usually means a very bad connection.

That's not a Windows 11 issue (or else - it would happen to everyone).
Also, the fastest (most potent) builtin tool for file transfer - is robocopy:
But it's a command line tool. There's couple of open source front-end GUIs for it - created by students and such - but i didn't try any personally - so i don't know (which one is truly reliable or safe).

Actually, I've seen that happen with USB FLASH drives here, but only certain models of FLASH drives.

It happens to me often, IIRC, even with a good USB drive, I will see similar and that's the symptom of an extremely poor signal. It would be my cue to reinsert it. I would often suspect dust or the like, got in the way of my USB port. I actually had an incident like that very recently. If it hesitates when reading, I pull it out and reinsert it.

I think I was able to fix the problem by using another SATA port for the hard drive (I was copying lots of small files from the SSD to an internal hard drive in Win 11 Pro).
