I have a second computer with an Intel Core I5 7400 and it is on MS combatibility
list for Windows 11. When checking Windows update it says that the CPU does not meet the requirements for Windows 11, everything else is fine.
Why is that? Anybody knows?

I'm sorry but no, your 7th generation i5-7400 is not on Microsoft's published compatibility list for Windows 11. Who told you it was?

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

Oh, I see. This list it is for windows 10. So it will not work than. And the computer is from 2018.

Yes, the Windows 10 list has a lot more processors on it. However, 11 will work on your processor, but not being supported you do so entirely at your own risk (and with no support from MS should things go badly). There are known workarounds to make it install, some of them from Microsoft themselves.

I doubt it. MS have had plenty of time (and telemetry) to decide on whether to add any 7th gen processors. They did add a few of the latest ones, but that is probably all they will support.

If you already have 11 on another machine, you'll know that apart from the redesign of the Start menu, Taskbar and Settings app there's little that has changed. I'd wait to see what the November Update, Windows 10 version 21H2 brings, expected to be released some time soon.

The PC's digital licence is tied to the Hardware ID of the PC and is stored on Microsoft's activation servers. If you do change the cpu you may (or may not) change the hardware ID of the PC enough to count as a significant change and loose the activation. If so, and you are running Pro then the Activation Troubleshooter may restore activation, but only if you have linked the digital licence to your Microsoft account before changing the hardware.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

Only changing the mother board will effect activation if it's not a retail copy of 7-8-8.1-10 license
Only oem or system builder keys are tied to the mother board.

Cpu is nothing to upgrade it's like upgrading memory only takes money.
