Custom ISO

Does anyone know of a way to create an iso that will load like windows server 2019, but allow you to install windows 11? i am attempting to build a customized vm that is only supposed to have server os installed, but i need to install windows os for specific trial reasons (compatibility stuff). I need it to say "Installing Windows Server", etc all while actually installing the windows 11 wim/esd image. if i need to clarify more, please ask and i can try to provide more detail on this (screenshots possibly). thanks.
