Directories in root C drive

Winsows 11 Pro
I have directories on my C drive example: ar-SA, de-DE, es-ES, fr-FR, it-IT just to name a few. The file in these directories is Rapr.resources.dll. My question is what is making these directories and the file and is it OK to delete them

Those files and their structure are for DriverStoreExplorer (Rapr.exe) with each language it offers.
You probably installed it to C: instead of c:\Program files
Uninstalling the program and re-installing to the default location is the best way to go.
