Question: What version and build of Windows are you currently running? I see that the KB5039212 is for Win 11 22H2 and 23H2.

I also question extracting the .CAB file and attempting to install it directly rather than the .MSU itself. Note that it contains an SSU which would be a prerequisite as well.

EDIT: Also, out of curiosity: Is it really your intention to be installing a cumulative update that is over a year old?

Thanks.

23H2 .

Not "rather than". I did it because attempts via .msu files always fail (shown in top image).

I will do the SSU now.

Yes, my intention. A year old because it is the next one after last one installed; and because 07/25 fails in all installation methods,

KB5039212 is provided as a MSU, which extracts to matching CAB and PSF files.

When monthly updates include a .PSF, you need a special tool to unpack the files and manually install them. So the correct solution is run wusa on the original MSU.

Direct execution of .msu files is performed by wusa; everything identical whether leading with the word wusa or not.

And result always is perfunctory "was not installed".
That is the reason for my doing the .cab files thing.

I will do the SSU now.
It is in output of Dism /Online /Get-Packages.

Then I repeated Add-Package of the update .cab file shown at top, and still it is not in output of Dism /Online /Get-Packages.

That indicates you're not supposed to install this file.

I have no clue what you're doing. Other than you should seriously consider a repair install using an UUP dump ISO, that's 22631.5624 or later.
