Using DISM /add-package to install update fails - file not found

I'm trying to install the Dynamic OS update .cab file KB5027318 from the MS update catalog, using this command

Dism /online /Add-Package /PackagePath:F:\kb5027318.cab

It fails every time with 'cannot find the file specified'. The file is definitely there, and I've tried it on different drives/folders.

Nope, using Add-WindowsPackage -Online -PackagePath "<package-path>" in Powershell gives the same error, file not found.

Add-WindowsPackage -Online -PackagePath "F:\KB5027318.cab" CANNOT FIND THE FILE SPECIFIED
