Do you have the capability of imaging C:? If it was my system, I'd do that, and then perform a clean install of Windows. That'd be a brute force way to check for a corrupt Windows. (You could restore the current C: from the image.) The whole business could take about an hour.

Might be a corrupt user profile as even an in place repair would not fix this.
Create another user account to test with and see if display setting open on that account.
If it does then you know your profile is corrupted.

But as I could do the whole test in about an hour (image, clean install, restore from image), I think that my suggestion still has merit.

The main downside to it is lots of writes to my SSD boot drive.

I presume that the OP has spent a lot more than an hour chasing the issue.

I tried a local user profile and it is still FUBAR. I might have to do a clean install

Try an in-place upgrade repair first. Download the Windows 11 ISO, open it and run Setup to upgrade. It doesn't matter if it is the same version, it will replace the faulty system files and fix your issue. If that fails, then you have to do a clean installation, but there is a great chance of success.

Already tried that. Still not fixed.

Have you tried removing all display adapters from device manager included ghosted and let Windows reinstall?
In device manager click view and then show hidden devices.
Look at display adapters section and delete everything there (but keep the drivers) then right click display adapters section and select scan for hardware changes which will reinstall the adapter.

I have tried this. Unfortunately, it still did not resolve the issue.

I have seen some times that Windows Update cannot detect the graphics card model and resorts to Microsoft Basic Display Adapter. This has no hardware acceleration and is very slow because everything is rendered by the CPU. Also it is limited to standard VESA resolutions, such as 1024x768, 1280x1024, 1280x800 etc. That's why I insist to spend the time to visit Intel's site and manually download and install the latest appropriate drivers for your graphics card. DON'T rely on Windows Update. You will also get the maximum performance using the official Intel driver. See download link in my previous post. With my humble 200 Mbit download speed I need about 10 minutes or less to download the driver. I bet you have much faster than that, so why hesitate?

Start your PC in Safe mode and Change your display settings to minimal Resolution and reboot it. In normal mode try opening graphical settings.

That will work if it has a proper graphics driver. I don't think it works with the generic Microsoft Basic Display Adapter (aka standard VGA) driver. That's why I insist to download and install the latest driver from Intel. I bet he hasn't done that yet, or the issue would be solved and we wouldn't be still discussing it.

I am using the latest display adapter drivers. I deleted the existing ones, and downloaded the lastest. Still no go.

This is weird. According to the specs, my mini PC, monitor and HDMI cables all support 4K 60Hz, but I can only get 4K 30Hz. I’m thinking there is an issue with the mini PC

Not necessarily, older Intel graphics cards don't have the bandwidth required for 3840x2160 (aka 4K) at 60Hz. They can only do 4K at 30Hz or 1920x1080 (aka 1080p or Full HD) at 60Hz. Also the length of the cable makes a difference. My nVidia GeForce GTX 1050 Ti can do 4K at 60Hz using 2m cable. I tried a 5m cable and it didn't work.

I switched to the other HDMI port on the mini PC and voila! 4K 60Hz! Other HDMI port must be defective.
Still can't open the Display Settings, but at this point, I give up. I have the settings I want.
