An example of a .dll [Data Link Library] file icon in C:\Windows\System32:

As shown there, not changeable. The 2 gears indicate it's part of the machine. I am pretty sure messing with .dll files used by Windows can let the user reinstall Windows. Looking at some of the file names in the image suggests a program has been installed and files have not properly registered with Windows.

You may just have a corrupted IconCache, clear that issue before diving in head first and messing with file associations.

Usually when the icon is blank/generic it means the association with the program that created it or that can open/work with it has been lost. Frequently a program's icon will be embedded in the .exe file that gets the program running, if the program won't start/run there's a problem that may be fixed by reinstalling.
