Natively Black. We don’t get past the Black screen regardless of reconciliation with the device.

A source of tech info that I'd reach out to several years ago was the IT for a newspaper. Some of their writers and layup folks liked to view how the print would look and used Portrait. Have seen on use a rotatable monitor for the same. But it's been awhile ago.

Nothing will work simply because not all drivers are installed during installation. For touch and rotation to work you have to install the chipset (aka platform) and graphics drivers. Until then nothing works, sorry for the inconvenience. That's why I suggested to turn the whole device 90 degrees on the side, so you can see the screen properly and use an external USB mouse to control it.

This also works after the appropriate drivers have been installed. The OP is trying to change the screen orientation during Setup. This is not possible, a workaround is to rotate the whole device 90 degrees to see the Setup screen properly and use an external USB mouse to control the device during Setup. I have done it before. Unless there is an option in BIOS to select the desired orientation.
