Downloading a game from Steam on a different user

Do you get this when you open Steam: (screens below)
If you do , you'll have to choose who is playing.
I opened the other account because I bought a game on CD
and installed it via Steam. The game was already on the HDD and
Steam only installed what was missing , the name of the other
player and created a new folder , I guess on the cloud, in order to
keep relevant info for this new player.
What is not working for you?

I have the game on steam and I wouldn't like to buy it again. But are you saying that if I would use another steam account and buy it there it would work?
