Drag and drop to the taskbar was in Windows 7, 8 and 10. You can drag a file, hover over a running app's icon on the taskbar and it will come to the front so you can drop the file into it. This got left out for the initial 21H2 release of Windows 11 but was restored in 22H2.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

What is it that you are you trying to drag to the taskbar, and what are you trying to drag it to?

Whatever is preventing drag & drop working for you, it's not the OS build. 25375.1 works for me, it should for you too.

If needed, you can use an available option below to pin to taskbar.

I'm not sure what you mean by 'WinExp', or 'WinEx'. Are they both shorthand for 'Windows Explorer'? (or File Explorer as it is more usually known). You didn't say what your graphics program is either. But in build 22631.1825 I can drag a .BMP file from File Explorer and drop it into either IrfanView or MSPaint, the two graphics programs I have available to test.

I hover over the icon of the running program on the taskbar, the program's window opens, then I can drop into the program's window.

Yes, they are shorthand for Windows Explorer. Drag and drop works in Paint and between all MS installed programs. I don't use Paint as my go-to graphics program. The following non-MS programs which I use daily are not compliant, Corel. Adobe, Windows Edge and all other non MS installed programs.

The following non-MS programs which I use daily are not compliant, Corel. Adobe, Windows Edge and all other non MS installed programs.
You have me puzzled, I have yet to find any non-MS installed program that is non-compliant, IrfanView is certainly non-MS and works fine on my laptop running 25375.1. As for Adobe products I only use Adobe Digital Editions 4.5, and my PaintShop Pro is the Jasc version that pre-dates Corel's takeover. Both work with drag and drop on my other machine that's running 22H2 22621.1778.

Do you have anything installed that may be modifying taskbar behaviour, and possibly interfering with drag and drop, such as StartAllBack? I don't.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Dev, and Canary builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.
You have me puzzled, I have yet to find any non-MS installed program that is non-compliant, IrfanView is certainly non-MS and works fine on my laptop running 25375.1. As for Adobe products I only use Adobe Digital Editions 4.5, and my PaintShop Pro is the Jasc version that pre-dates Corel's takeover. Both work with drag and drop on my other machine that's running 22H2 22621.1778.

Do you have anything installed that may be modifying taskbar behaviour, and possibly interfering with drag and drop, such as StartAllBack? I don't.

I have not changed, modified, or installed anything to my knowledge, and I am the only user on my machine.

Even though Microsoft re-introduced taskbar drag & drop capability in Windows 11 with 22H2 update in September 2022, that didn't work for me. It turned out that this was because I had UAC (User Access Control) completely disabled in registry (that's what I always did on my computers since Windows 7 days). I enabled it again under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System by setting EnableLUA back from "0" to "1" and then taskbar drag & drop started working. Microsoft forgot to fix this.
