I have a new Dell inspiration 3891 desktop running Windows 11 Pro.
I would like to add a second operating system to make it a dual boot system.
I have a new Windows 10 Pro disk that I purchased just before my HP desktop crashed and was told that the motherboard was no good.
I tried to go into the different function keys to try to figure it out, but the keys are completely then what I am used to.
Any help would be greatly appreciated.

One way to do it is to create a partition for the second OS (Windows 10). Use DISM to apply a Windows image from install.wim or install.esd (in the sources folder) to the partition created. Then use BCDBOOT command to add the new Windows to the boot menu.

You can also create the partition for the second OS, then boot the computer from the install media (DVD or USB flash drive) for the second OS and pick the partition you created to install to. Dual booting should be set up automatically as part of the install process.

If I understand it correctly, you have a Windows 11 desktop computer and you want to connect a Windows 10 disk and dual boot. I would connect the old hard disk in a spare SATA port and configure boot priority in BIOS so my Windows 11 disk is first and boot to Windows 11 by default. Now you either press F12 or F11 or F8 (consult your motherboard manual) to open boot selection and select the old disk to boot in Windows 10, or you add a boot entry in Windows Boot Manager to run Windows 10. The first option works with mixed UEFI/Legacy installations. The boot entry method only works for same type (both UEFI or both Legacy BIOS) installations. To add a new entry without using the cumbersome bcdedit command, you can use a utility such as EasyBCD (or EasyUEFI for UEFI installations).

The boot entry method only works for same type (both UEFI or both Legacy BIOS) installations.
That is not true. You can mix and match in the Windows boot menu.

I have new OS CD (on the cd = E drive).
I would like to create the new OS on my "D" data drive without it effecting the OS on my "C" drive.
How do I get the system to load from the CD drive and install the new OS on the "D" drive?
I guess I have to use the EASYUEFI software for the dual boot.

Assuming the C drive has Windows, the safest would be to load Windows from C and run Windows Setup. Then you select the second option Advanced where you can select to install Windows on D drive. Windows Setup will add a new entry in Windows Boot Loader to select between the original Windows and the new.

First thing`s first.
Is D a drive or a partition ? D looks like a 1TB drive, yes ?
But either way is simple, you just choose the D Drive to install W10 on when you start the install.
Do you have any actual data on this Data drive ?
A full shot of Disk Management would be better before you go any further.

It doesn't make any difference if the D drive is a partition on the same disk or a separate disk, the procedure is the same. If it is formatted as FAT32, convert to NTFS before installing Windows. If it is already in NTFS, choose the partition and proceed without formatting, so you won't lose any existing data.

PS: of course we are talking about a disk installed inside the computer, you are not allowed to install Windows on an external USB or FireWire disk (at least not with the usual method).

What do I click on to get the system to boot from my cd drive and put the OS on my d drive (which is completely empty).
If I remember correctly, you have to press F12 on first boot screen to open the boot selection menu. Press it several times to make sure it worked. If it is a laptop you may have to press FN+F12 instead, depending on BIOS configuration (if F1-F12 keys have priority or the other functions). In some systems, it takes several seconds to show anything on the screen when first switched on. To make sure you bypassed boot sequence you have to press F12 (or FN+F12) immediately after switching on, don't wait for the screen, it could be too late.

I know that the F12 works to get to the Bios.
Please look at the attachment in my post from Wednesday @3:44 pm to review the bios so that I know how to access to correct area to install the new OS.
