It happens to be Jellyfin. If I run Jellyfin for Android on my TV Stick it sees the server at the correct address and can connect. (WiFi) The Desktop Viewer does not see it. Nor can I access it to create an account and to configure folders.
I had to manually allow Jellyfin in the firewall, so I suspect there is some setting which I need to change to allow a local device to access it.
