Nearby Share not permitting to receive files over Bluetooth

Not sure if I'm misunderstanding how Nearby Share on Windows 11 works.

I'm trying to send a file from my Android (Samsung) phone to my Windows 11 PC using Bluetooth. I have enabled Bluetooth on both devices and enabled Nearby Share on my Window 11 PC and made it visible for everyone. Still, every time I try to send a file from my phone to my PC my phone states that my PC has denied a share request.

My PC is connected through an Ethernet cable via the same network as my phone (which is connected over WiFi).

The only way I can receive files over Bluetooth on my PC from my phone is by clicking "Send and receive files over Bluetooth" in the Settings > Bluetooth and devices dialog but this is a convoluted method compared to just enabling Nearby Share in the Quick Settings.

Am I missing something here?
